you can either use the move tool (press V) to adjust the size (hold shift to maintain aspect ratio) or you can go to image size (ctrl+alt+i) and adjust the pixel size (unceheck constrain proportion to have more contorl on the aspect rati)

I just highlight the layer that I want to change in size, then go to Edit > Free Transform Path
